Vingroup Enters Vietnam’s Steel Industry
The restructuring effort coincides with growing investment activity within Vietnam’s steel sector. In late 2025, Vingroup, one of Vietnam’s largest conglomerates, established VinMetal Production and Trading JSC with charter capital of approximately VND15 trillion ($569 million).
The company subsequently created VinMetal Ha Tinh Industrial JSC, in which it holds a 95% ownership stake, with initial capital of VND5 trillion.
The new enterprise focuses on iron ore mining, pig iron production, steel manufacturing, and mechanical processing. Leadership of the company includes prominent members of the Vingroup organization, highlighting the strategic importance of the investment.
$3 Billion Steel Complex Receives Approval
On February 27, 2026, the Ha Tinh Economic Zone Authority granted an investment certificate for the VinMetal Ha Tinh Steel Plant Project.
The planned industrial complex will cover more than 460 hectares and involve total investment approaching VND80 trillion ($3.04 billion). The project is expected to be developed in three phases. Phase one is designed to achieve annual steel production capacity of approximately 5 to 6 million tons, while the completed complex could eventually reach 20 million tons per year, making it one of the largest steel facilities in the region. Planned products include construction steel, hot-rolled steel, high-strength steel, and specialty alloy steels used in electric vehicle manufacturing, transportation infrastructure, and advanced industrial applications.
Advanced Technology Partnership Supports Development
To support the project’s technological ambitions, VinMetal has signed a memorandum of understanding with Primetals Technologies, one of the world’s leading providers of steelmaking technologies. The agreement covers integration of advanced solutions across the entire production chain, from ironmaking and steelmaking to rolling and finishing operations.
Primetals will also assist with engineering coordination among EPC contractors to ensure operational efficiency, technological compatibility, and optimized performance throughout the complex. The partnership reflects Vietnam’s ambition to develop a globally competitive steel industry based on modern production technologies and international best practices.
