The development is raising concerns in Brussels, where policymakers are increasingly questioning whether the European Union risks losing ground in a region that could become one of the world’s most important sources of strategic raw materials.
Central Asia Emerges as a Global Critical Minerals Powerhouse
Central Asia is home to vast and largely underdeveloped mineral wealth. Kazakhstan alone is estimated to contain more than 5,000 mineral deposits with a combined value approaching $46 trillion. These resources include significant reserves of rare earth elements, uranium, tungsten, chromium, and copper, all of which are critical to modern industrial supply chains.
Neighboring Uzbekistan also possesses substantial deposits of lithium, copper, uranium, tungsten, and other strategic minerals. Over the past year, the United States has significantly expanded its engagement with Central Asia’s mining sector. Washington has signed a strategic critical minerals partnership with Uzbekistan, launched investment initiatives covering exploration, extraction, and processing, and strengthened the C5+1 Critical Minerals Dialogue, which brings together the United States and the five Central Asian republics.
Recent meetings in Kazakhstan’s capital focused on much more than mining operations alone. Discussions covered geological mapping, processing infrastructure, supply-chain development, refining capacity, and downstream manufacturing opportunities. The broader goal is clear: establish secure and diversified mineral supply chains that reduce dependence on dominant global suppliers while creating long-term industrial partnerships.
China’s Dominance Continues to Shape Global Competition
A major driver behind Western interest in Central Asia is China’s overwhelming influence over global critical mineral supply chains.
Although many countries have announced diversification strategies, China remains the dominant processor of rare earth elements and controls significant portions of the global supply chain for numerous strategic materials. Processing capacity, rather than mining alone, has become one of the most important sources of geopolitical leverage. As concerns over supply security grow, many Western companies are actively seeking alternative sources of critical minerals and alternative processing routes outside Chinese-controlled networks.
Europe’s Challenge: Strong Strategy, Slower Execution
The European Union has not ignored Central Asia. Brussels has established strategic partnerships with both Kazakhstan and Uzbekistan and pledged approximately €12 billion through its Global Gateway initiative to improve infrastructure, transport connections, and energy links across the region. Critics argue that European engagement has often moved more slowly than competing initiatives.
While the EU has developed ambitious policy frameworks and signed cooperation agreements, many projects remain in planning stages. Central Asian governments are becoming increasingly aware of this reality. Rather than exporting unprocessed raw materials, many are seeking investment in domestic refining facilities and value-added industries that can generate greater economic benefits. For investors and governments alike, control over processing capacity is now considered as strategically important as control over mineral deposits themselves.
Why Central Asia Matters to Europe’s Critical Minerals Strategy
The region’s growing importance aligns directly with the objectives of the European Union’s Critical Raw Materials Act.
Under the legislation, the EU aims by 2030 to achieve:
- 10% domestic extraction of strategic materials
- 40% processing capacity within Europe
- 25% supply through recycling
Yet Europe lacks sufficient domestic resources to meet future demand on its own. This means reliable external partnerships will remain essential for securing supplies of lithium, copper, rare earths, and other critical raw materials. Central Asia is therefore emerging as a key pillar of Europe’s long-term resource security strategy.
Russia Watches the Shift Closely
The growing Western presence in Central Asia has not gone unnoticed in Moscow. Russia has publicly expressed concerns regarding increasing American and European involvement in the region’s critical minerals sector. Traditionally viewed by Russia as part of its sphere of influence, Central Asia is now becoming a stage for broader geopolitical competition involving resources, infrastructure, and industrial development. The expansion of Western investment, financial institutions, and mining companies is increasingly viewed by Moscow as both an economic and strategic challenge.
Global Capital Flows Toward Strategic Mineral Projects
Competition is also intensifying among financial institutions seeking exposure to critical mineral supply chains. Organizations such as the U.S. International Development Finance Corporation, export credit agencies, and European development banks are directing increasing amounts of capital toward mining and processing projects.
The objective is not simply to diversify away from China. It is to establish fully integrated supply chains that connect exploration, mining, refining, manufacturing, and final industrial consumption. In this emerging landscape, infrastructure investment is becoming just as important as resource ownership.
Opportunities and Challenges for the Western Balkans
The rise of Central Asia as a strategic minerals hub also carries implications for Southeast Europe and the Western Balkans. Countries such as Serbia and Montenegro are seeking to strengthen their positions within European supply chains for lithium, copper, rare earth elements, and battery materials. As competition for investment capital intensifies, projects capable of integrating into Europe’s industrial ecosystem may gain a significant strategic advantage. At the same time, increased competition from Central Asia could raise the bar for attracting financing, processing facilities, and long-term offtake agreements.
The Race Is About Entire Supply Chains
The global contest for critical minerals is no longer simply a battle over who owns the largest deposits. Today, success depends on who finances infrastructure, builds processing plants, secures transportation corridors, signs long-term supply agreements, and integrates resources into advanced manufacturing networks.
In that race, Washington has recently accelerated its efforts across Central Asia. Europe, meanwhile, faces growing pressure to transform ambitious policy goals into concrete projects if it hopes to secure a meaningful role in the next generation of global critical mineral supply chains.
