Turkey is rapidly repositioning itself as a pivotal player in the global critical minerals supply chain, leveraging its geographic location between Europe, Asia, and the Middle East to transform its mining industry from a raw-material exporter into a fully integrated industrial and processing powerhouse.
As global competition intensifies for copper, lithium, rare earths, boron, and other strategic minerals, Ankara’s long-term strategy is no longer limited to extraction. Instead, the country is building an end-to-end ecosystem that includes exploration, refining, processing, trading, and downstream industrial manufacturing—aimed at serving Europe’s accelerating energy transition and advanced technology sectors.
Beylikova Rare Earth Project Anchors Turkey’s Industrial Ambitions
At the center of Turkey’s strategy is the Beylikova Rare Earth Elements Project in Eskişehir, one of the largest planned rare-earth processing developments in the broader European region.
The government is targeting approximately $600 million in investment for a large-scale processing complex designed to handle around 570,000 tonnes of ore annually, creating roughly 1,500 direct jobs while developing domestic capacity for rare earth separation and refining.
The project is strategically significant because rare earths are essential for electric vehicles, wind turbines, robotics, industrial motors, and defense systems. Yet global processing remains highly concentrated, with China controlling more than 85% of rare earth refining capacity, creating a major vulnerability in global supply chains. For Europe in particular, the emergence of a rare-earth processing hub within a customs-union partner country offers a meaningful diversification pathway aligned with the EU’s Critical Raw Materials Act and broader industrial security strategy.
Boron Dominance Gives Turkey a Structural Advantage
Beyond rare earths, Turkey holds a globally dominant position in boron resources, controlling approximately 73% of global reserves. Traditionally used in glass, ceramics, and detergents, boron is increasingly gaining importance in advanced materials, energy storage systems, and high-performance industrial applications, making it a rising strategic commodity.
State-owned mining group Eti Maden has already developed significant downstream boron processing capacity, laying the foundation for Turkey’s broader move into value-added mineral production. This shift reflects a deliberate policy change: boron is no longer treated as a simple export commodity, but as a strategic industrial input supporting next-generation technologies.
Copper Strategy Focuses on Value-Added Processing
Copper is emerging as another key pillar of Turkey’s critical minerals agenda. Despite having substantial domestic resources, Turkey continues to export significant volumes of semi-processed copper while importing higher-value refined products. This imbalance has prompted new policy initiatives aimed at expanding domestic refining and processing capacity.
The goal is to capture more value internally by developing infrastructure capable of supplying industries linked to electrification, renewable energy, and industrial decarbonization. This shift mirrors a broader global trend where value creation is increasingly concentrated in processing and refining, rather than in raw extraction alone.
From Extraction to Full Value Chain Integration
Turkey’s mining strategy reflects a wider transformation in how countries approach mineral wealth. Where earlier commodity cycles prioritized extraction volumes, today’s critical minerals economy is defined by refining capacity, chemical processing, and industrial transformation. These downstream segments often generate higher margins and greater strategic leverage than mining operations themselves.
Recognizing this shift, Turkey has integrated mining policy directly into its national industrial strategy, linking resource development with battery production, electric mobility, renewable energy infrastructure, and advanced manufacturing ecosystems. This integrated model resembles approaches seen in major industrial resource economies, where minerals policy is closely aligned with long-term technological competitiveness.
Plans for a National Mining Exchange to Boost Investment
To support sector modernization, Turkey is also advancing plans for a dedicated mining exchange platform. The initiative is designed to improve price transparency, investment access, and commodity trading efficiency across key materials such as gold, copper, boron, and strategic minerals.
While largely technical in appearance, the reform could have significant implications for capital inflows. Improved price discovery and transparency typically reduce financing risk, making it easier for projects to secure funding during early development stages. At a time when global mining finance is increasingly supported by sovereign wealth funds, industrial investors, and export credit agencies, Turkey’s proposed exchange could enhance its attractiveness as a regional investment destination.
Geographic Position Strengthens Strategic Role
Turkey’s location provides a structural advantage that few other countries can replicate. Situated between Central Asia’s resource-rich territories, Europe’s industrial base, and the Middle East’s fast-growing economies, Turkey is uniquely positioned to serve as a logistics, refining, and trading hub for critical minerals. This positioning supports not only mining development but also the expansion of processing facilities, storage infrastructure, and commodity trading networks, strengthening Turkey’s role in global supply chain diversification.
For Europe, this proximity is particularly valuable. It offers shorter transport routes, improved regulatory alignment, and potentially lower geopolitical exposure compared to more distant suppliers.
