Sweden’s decision to reverse its long-standing restrictions on uranium mining is reshaping the country’s role in Europe’s critical minerals and energy-security strategy. After years in which uranium extraction was effectively prohibited, Stockholm has moved toward a more permissive regulatory framework, creating new opportunities for companies that control large polymetallic alum-shale deposits.
The policy change has immediately focused attention on two developers: Aura Energy and District Metals. Aura’s Häggån project and District’s Viken deposit are both linked to Sweden’s extensive alum-shale formations, which can contain not only uranium but also vanadium, nickel, molybdenum, zinc and other strategically important metals.
These deposits are far more complex than conventional uranium projects. They represent large-scale, multi-commodity systems that connect several of Europe’s most important industrial themes: nuclear fuel security, battery materials, steel-alloy metals and the broader push for secure domestic sources of critical raw materials.
Why Europe Suddenly Cares About Uranium Again
The timing of Sweden’s policy shift is significant. Uranium has returned to the center of Europe’s energy debate as governments reassess the role of nuclear power in achieving energy security and decarbonization goals.
Several European countries are extending the life of existing reactors, considering new nuclear capacity, or increasing reliance on nuclear generation as a stable low-carbon power source. At the same time, geopolitical disruptions have highlighted the risks associated with dependence on foreign nuclear-fuel supply chains.
By removing legal barriers to uranium mining, Sweden is positioning itself to participate more directly in Europe’s effort to secure critical energy-related minerals from within the region rather than relying heavily on external suppliers.
Häggån Gains New Strategic Relevance
Aura Energy’s Häggån project could be one of the clearest beneficiaries of the new regulatory environment. For years, Häggån has been regarded as a very large mineral resource with potential strategic value, but previous restrictions on uranium development limited the range of economic options available to the company. If uranium can now be legally extracted as part of a broader polymetallic operation, the project’s commercial profile changes materially.
The asset would no longer be viewed solely through the lens of base metals and industrial minerals. Instead, it could become a potential source of uranium, vanadium and other critical minerals that are increasingly important for Europe’s energy transition and industrial supply chains.
Viken Emerges as a High-Profile Critical Minerals Project
District Metals’ Viken deposit has attracted growing market attention because of its unusually large scale and the company’s published preliminary economic analysis. The study outlined substantial projected uranium production alongside significant quantities of other critical minerals. Under the company’s assumptions, the project generated a high estimated net present value (NPV) and a strong internal rate of return (IRR).
As with any early-stage economic assessment, those figures remain subject to major uncertainties and should not be interpreted as guarantees of future profitability. Nevertheless, they help explain why investors are increasingly watching Viken as a potentially important European critical-minerals project.
Policy Support Does Not Eliminate Political Risk
Although the investment case has improved, the opportunity remains heavily influenced by politics. Uranium mining continues to be controversial even in countries that broadly support nuclear energy. Public acceptance will depend on issues such as tailings management, radiation safety, water protection, land use and confidence in regulatory oversight.
The key distinction is that uranium mining may now be legally possible in Sweden, but that does not mean every uranium-bearing project will receive social approval. Community opposition, environmental objections and permitting challenges could still significantly affect project timelines or outcomes. For developers, securing a social licence to operate may prove just as important as securing mineral rights.
Alum Shale Is Large—But Technically Challenging
Investors should also recognize that alum-shale deposits present significant technical complexities.
These formations can contain enormous quantities of metal, but economically recovering multiple commodities from the same ore body is not straightforward. Processing such material requires sophisticated metallurgy, careful waste management and potentially high capital investment.

A New Critical-Minerals Battleground
Sweden’s uranium reversal should therefore be viewed as the beginning of a new contest rather than a guaranteed development boom. Aura Energy and District Metals now operate in a policy environment that is considerably more supportive than it was only a few years ago. Yet they still must demonstrate that alum-shale projects can be developed in a way that is technically feasible, environmentally responsible and socially acceptable.
The sector’s future valuation will depend less on the legal change itself and more on whether companies can translate that opportunity into credible development plans. For investors, the message is clear: Sweden has created a potential pathway for domestic uranium and critical-minerals production, but the real test will be execution. Metallurgy, permitting, environmental performance and public trust are likely to determine whether Häggån and Viken become major European resource projects—or remain large but undeveloped mineral deposits.
