Sweden Advances Norra Kärr Rare Earth Project to Strengthen Europe’s Critical Minerals Supply

Sweden has taken another significant step toward strengthening Europe’s critical raw materials supply chain after approving the next stage of development for the Norra Kärr rare earth deposit, one of the continent’s most strategically important potential sources of rare earth elements.

Government Approves Exploitation Concession

The Swedish Government has granted GREENNA Mineral AB an exploitation concession for the proposed extraction of rare earth metals at the Norra Kärr deposit in Jönköping Municipality. While the decision marks a major milestone for the project, commercial mining cannot begin until the company completes a comprehensive Environmental Impact Assessment (EIA) and obtains an environmental permit under the Swedish Environmental Code.

The approval enables the project to move into a more detailed evaluation phase, with environmental compliance remaining a prerequisite before any mining activities can commence.

Reducing Europe’s Dependence on Imported Rare Earths

The decision aligns with Sweden’s broader strategy to strengthen domestic production of critical minerals and improve the European Union’s supply security.

Currently, both Sweden and the EU depend heavily on rare earth imports, particularly from China, which dominates global production and processing of these essential materials. Rare earth elements are indispensable for manufacturing electric vehicles, wind turbines, high-performance magnets, defence systems, and a wide range of advanced technology products.

According to Energy and Industry Minister Ebba Busch, the Norra Kärr deposit has the potential to supply a substantial share of Sweden’s and the EU’s future demand for rare earth metals. If the project ultimately receives all necessary environmental approvals, it could become a strategically important source of critical raw materials for European industry.

Project Revised to Reduce Environmental Impact

Following feedback received during an earlier permitting process, GREENNA Mineral AB revised several aspects of the mining proposal to address environmental concerns. One of the most significant changes involves relocating the project’s chemical processing operations to a separate, more suitable location. By moving these activities away from the mine site, the company aims to reduce the project’s environmental footprint and minimize its impact on nearby communities and surrounding ecosystems. These revisions formed an important part of the Government’s assessment when evaluating the updated application.

Strict Environmental Conditions Attached

Although the exploitation concession has been approved, the project remains subject to extensive environmental oversight.

The Government has imposed several conditions designed to protect sensitive natural resources and areas of national importance. These measures include safeguards for:

  • Hålaveden
  • Lake Vättern, an important source of drinking water
  • The Holkaberg Natura 2000 protected area
  • Sweden’s national defence interests

Before extraction can begin, the company must demonstrate through a detailed environmental review that mining operations can comply with Sweden’s strict environmental legislation.

Strategic Importance for Europe’s Critical Minerals Industry

The Norra Kärr rare earth project has become increasingly important as Europe accelerates efforts to develop domestic sources of critical raw materials essential for the green energy transition and the high-tech manufacturing sector.

With governments across the EU seeking to diversify supply chains and reduce reliance on external suppliers, particularly China, projects such as Norra Kärr are expected to play an increasingly important role in strengthening Europe’s industrial competitiveness and long-term resource security.
