Savannah Resources Advances Portugal Lithium Project Toward Financing and Construction

Savannah Resources has entered a critical phase in the development of its Barroso lithium project in Portugal, beginning final pre-construction drilling while progressing engineering, permitting and financing due diligence. The latest work signals a transition for the project from resource definition and economic assessment toward the detailed preparation required to support construction and lender approval.

Final Drilling Supports Mine Infrastructure Design

Savannah has launched a final programme of geotechnical drilling and groundwater monitoring at Barroso. The work is focused on gathering information required for the detailed design of key infrastructure, including water reservoirs, tailings facilities, waste storage areas, roads and major earthworks.

Two drilling rigs are currently operating at the project, with additional equipment expected to increase the pace of the programme. The data generated through the drilling will form part of the technical foundation for the project’s construction planning and final engineering work.

Processing Plant Engineering Moves Forward

Savannah has selected a contractor to undertake front-end engineering design for the Barroso processing plant, another step toward establishing a construction-ready project. At the same time, technical and environmental due diligence connected with project financing is described as well advanced. Reports from the process are expected to be made available to shortlisted lenders as Savannah progresses discussions over the funding package. The combination of detailed engineering, site investigations and lender due diligence represents a shift toward converting the project concept into an executable construction plan.

Barroso Targets 183,000 Tonnes of Spodumene

The Barroso project has an initial reserve of approximately 20 million tonnes and is designed to produce around 183,000 tonnes of spodumene concentrate annually. Savannah estimates that the planned production could provide enough lithium for approximately 500,000 electric-vehicle battery packs each year.

The project’s scale places it within the European effort to develop additional domestic sources of lithium and reduce dependence on imported battery raw materials. Barroso has also been designated a strategic project under the EU Critical Raw Materials Act, strengthening its position within Europe’s plans to expand critical-mineral supply.

€110 Million State Support Strengthens Financing Framework

The project has received approval for a Portuguese government grant of up to €110 million. The state support provides an important component of the overall financing structure, but Savannah will still need to secure the remaining capital required to develop the mine and processing operation. Potential funding sources include commercial debt, equity and offtake-linked financing. The final structure will determine how much capital shareholders and other project financiers must provide before construction can begin.

Land Access and Permitting Remain Key Issues

Despite progress on financing preparation and engineering, land access, outstanding licences and community relations remain important elements of the development process. Savannah has secured additional agreements with local land-management organisations and established several partnerships with community groups. The project nevertheless remains in a politically sensitive environment, making continued engagement with local stakeholders an important part of the development process.

Financing Terms Become the Next Major Milestone

As Barroso moves closer to construction, the central issue is increasingly shifting from the size and quality of the resource to the terms on which the project can be financed and built.

Government support provides strategic backing for the development, while lenders will need greater certainty around capital costs, engineering, land rights, environmental compliance and construction contingencies before committing financing. Savannah’s current work is therefore focused on establishing the technical and commercial foundations needed for those decisions. For the company, the next stage will determine whether Barroso can translate Europe’s strategic demand for domestic lithium supply into a fully financed and construction-ready mining project.
