Romania Advances Rare Metals Value Chain With EU-Supported Refining and Processing Projects

Romania is taking decisive steps to develop a domestic rare metals value chain, spanning mining, processing, and refining, with strong alignment to the European Union’s critical raw materials policy. The initiative is part of Bucharest’s strategy to reduce dependence on imported processed metals while strengthening its position within European supply networks for electric vehicle (EV) materials, renewable energy technologies, and high-tech manufacturing.

Under coordinated government and private-sector planning, Romania is prioritising projects designed to capture more value domestically rather than exporting raw ores. Central to this strategy is the establishment of downstream processing facilities capable of refining critical metals—such as lithium, nickel, cobalt, and rare earth elements (REEs)—into intermediates for European manufacturers. This approach aligns with the EU’s Critical Raw Materials Act and related frameworks, which encourage processing, recycling, and value-added production within member states.

Infrastructure development includes:

  • Expansion of refining plants for rare and critical metals

  • Beneficiation facilities to improve concentrate quality before processing

  • Platforms combining domestic resources with imported feedstocks to serve local industry and regional supply chains

These initiatives position Romania as a competitive hub for critical metal processing in Europe.

EU Support and Strategic Funding

European institutions have recognised Romania’s efforts by including key projects in EU-level funding and support mechanisms. Benefits include:

  • Technical assistance for project preparation

  • Eligibility for investment streams under the EU Just Transition Fund

  • Guidance on environmental permitting, carbon footprint reduction, and integration with renewable energy infrastructure

These initiatives reduce reliance on primary extraction, lower environmental impact, and improve sustainability metrics across the entire materials lifecycle.

By building a robust domestic processing base, Romania aims to:

  • Enhance Europe’s capacity to diversify supply chains

  • Reduce dependence on concentrated refining hubs that have historically dominated critical metals markets

The initiative also addresses wider geopolitical considerations, as nations compete for secure sources of critical raw materials.
