Portugal’s Barroso Lithium Project Becomes Europe’s First Real Test of Critical Raw Materials Policy

Portugal’s Barroso lithium project has evolved far beyond a typical mining development story. It now stands as one of Europe’s most important real-world tests of whether the European Union can secure domestic supplies of critical raw materials while maintaining the environmental and social standards that underpin its industrial strategy.

At the center of the debate is Savannah Resources, the company developing the Barroso Project in northern Portugal near Boticas, close to the Spanish border. Savannah describes the site as Europe’s largest conventional hard-rock lithium project and a cornerstone of the continent’s emerging battery supply chain. For Brussels, Barroso is among the flagship developments under the Critical Raw Materials Act (CRMA). For Portugal, it represents an opportunity to become a major supplier of battery-grade raw materials instead of remaining a peripheral mining jurisdiction.

However, for many residents of Covas do Barroso, the project remains highly controversial. Concerns surrounding water resources, traditional agriculture, biodiversity, land use, and the preservation of the rural landscape continue to fuel local opposition. This conflict makes Barroso one of Europe’s most closely watched mining developments, where strategic ambitions meet the realities of building a modern mine in a long-established agricultural community.

Europe’s Battery Strategy Meets Reality

The European Union has spent years promoting greater critical raw materials security, aiming to expand domestic mining, increase lithium refining capacity, build more battery gigafactories, and reduce dependence on concentrated global supply chains, particularly China. Yet these ambitions only become meaningful when actual mining projects successfully complete permitting, environmental approvals, financing, construction, and secure lasting community support. The Barroso lithium project has become one of the first large-scale developments where Europe’s critical minerals strategy is being tested in real time.

According to Savannah Resources, the company plans to complete its Definitive Feasibility Study (DFS) and the RECAPE environmental compliance process during July 2026. It expects to obtain the final environmental license in the third quarter of 2026, reach a Final Investment Decision (FID) before the end of the year, and begin commercial production in 2028, subject to financing, permits, and successful construction.

A Changing Lithium Market

These milestones are particularly significant because the global lithium market has changed dramatically since the boom years of 2021–2022. Following a sharp correction in lithium prices, evolving battery chemistries, expanding Chinese processing capacity, and increasingly selective investors, new projects must now prove much more than geological potential. A successful European lithium mine today requires a strong resource base, a reliable processing strategy, committed customers, secure financing, regulatory certainty, and a credible approach to environmental and community concerns.

Barroso’s Competitive Advantages

The project possesses several strengths. Savannah Resources owns 100% of the Barroso Project, giving it complete control over development.

Its latest mineral resource estimate totals approximately 39 million tonnes, containing 411,900 tonnes of lithium oxide (Li₂O)—equivalent to roughly 1.019 million tonnes of lithium carbonate equivalent (LCE). Around 68% of the resource falls into the Measured and Indicated categories, providing a high level of geological confidence.

The planned operation will use conventional open-pit mining and produce approximately 190,000 tonnes of spodumene concentrate annually, enough to supply lithium for around 500,000 electric vehicle battery packs every year. Geography also provides a significant commercial advantage. Located in northern Portugal, the project sits within 300 kilometers of several deep-water Atlantic ports, providing efficient export logistics that many inland European developments cannot match.

Savannah also plans to operate the mine using 100% renewable electricity, leveraging Portugal’s high share of renewable energy generation. This aligns with growing demand for low-carbon battery materials, increasingly important for manufacturers, financiers, and automotive companies.

Government Support Strengthens Investor Confidence

In January 2026, the Portuguese government approved a development grant worth up to €110 million. Although the funding alone will not finance the project, it provides an important public-sector endorsement and strengthens the project’s investment profile.

Government backing can improve project economics, reduce financing requirements, support debt negotiations, and demonstrate that Portugal views Barroso as a strategic industrial asset rather than simply another mining operation. This position became even stronger after the European Commission designated Barroso as a Strategic Project under the Critical Raw Materials Act (CRMA) in 2025.

The designation improves permitting visibility, enhances policy support, and strengthens discussions with potential investors and lenders.

Strategic Status Does Not Guarantee Social Acceptance

Despite strong political backing, strategic designation is not the same as a social license to operate. Environmental organizations and local communities have opposed the project for years, arguing that mining activities could negatively affect water resources, traditional farming, biodiversity, landscape quality, and local livelihoods.

The opposition has increasingly shifted toward legal challenges.

Campaigners have questioned the European Commission’s decision to include Barroso on the CRMA Strategic Projects list, claiming environmental and safety assessments remain insufficient. Additional criticism has focused on transparency during the environmental licensing process. These legal disputes may not stop the project outright, but they increase uncertainty, financing costs, and development risks.

The Biggest Challenge Is Process Risk

For investors, Barroso’s greatest challenge extends well beyond lithium prices. The project faces process risk, including environmental compliance, water management, land access, permitting, litigation, and community acceptance. Banks, institutional investors, and strategic partners increasingly evaluate whether environmental conditions are bankable, land ownership issues are fully resolved, mitigation measures are enforceable, and construction can proceed without lengthy legal delays.

To address these concerns, Savannah Resources continues advancing geotechnical studies, metallurgical testing, environmental documentation, engineering work, and community engagement programs while maintaining project momentum.

Europe Still Needs Lithium Processing Capacity

Mining represents only one part of the value chain. The Barroso Project is designed to produce spodumene concentrate, not finished lithium hydroxide. Its long-term strategic value therefore depends on where the concentrate is processed and how effectively it integrates with Europe’s expanding battery manufacturing industry.

Europe’s challenge is not only extracting lithium—it must also expand chemical conversion, refining capacity, cathode production, and battery cell manufacturing. Future offtake agreements, strategic partnerships, and downstream investments will largely determine Barroso’s ultimate commercial success.

Portugal’s Opportunity—and Challenge

Portugal possesses several competitive advantages, including abundant renewable energy, strong Atlantic logistics, and growing ambitions to become an important participant in Europe’s battery industry. At the same time, lithium mining remains politically sensitive.

While national policymakers see battery minerals as a source of investment, manufacturing, and exports, many rural communities view open-pit mining as a threat to their environment, livelihoods, and cultural identity. Reconciling these competing priorities through transparent environmental safeguards, local economic benefits, and continuous public engagement will ultimately determine Barroso’s future.

A Landmark Project for Europe

The Critical Raw Materials Act aims to accelerate strategic mining projects across Europe, but faster permitting cannot come at the expense of environmental credibility or public trust. This is precisely why the Barroso lithium project has become so important.

Its success—or failure—will influence not only the future of Savannah Resources, but also the credibility of Europe’s broader effort to establish secure, sustainable, and competitive domestic lithium supply chains.

With upcoming milestones including the Definitive Feasibility Study, RECAPE approval, final environmental license, strategic partnerships, project financing, and the Final Investment Decision, Barroso has entered its most decisive phase. More than simply another mine, Barroso has become Europe’s first real credibility test for its critical raw materials strategy. The outcome will help determine whether the continent can transform ambitious industrial policy into a resilient and sustainable battery supply chain built on European soil.
