Metso to Equip Finland’s New Critical Minerals Processing Pilot Plant

Metso will provide mineral-processing technology for a new pilot-scale facility being developed by the Geological Survey of Finland, strengthening the country’s ability to test processing solutions for mining and critical raw-material projects.

The company will engineer and deliver equipment and process technology for the GTK Mintec facility in Outokumpu. Financial terms of the contract were not disclosed, with the order to be recorded in Metso’s Minerals division orders received during the third quarter.

Two Processing Lines Planned

The new facility will feature two processing lines designed to test a broad range of technologies, including high-pressure grinding rolls, ore sorting, primary and fine grinding, coarse and fine flotation, dry tailings stacking and side-stream processing. The plant will also use closed-loop water systems, allowing testing of processing approaches designed to reduce water consumption.

Operations are scheduled to begin by the end of 2028. The facility is intended to bridge the gap between laboratory research and the design of full-scale commercial processing plants. Mining developers will be able to evaluate processing routes at pilot scale before committing to major capital investments.

Processing Technology Critical for Project Economics

Pilot-scale testing is becoming increasingly important as European mineral projects target lower-grade, more complex and previously uneconomic deposits. Processing performance can determine whether a mining project is commercially viable, particularly when recovery rates, energy consumption, water requirements and tailings management have a significant effect on operating costs.

Projects may have technically viable mineral resources but still face financing challenges if metallurgical recovery and processing designs have not been demonstrated at an appropriate scale. Pilot facilities can help reduce that uncertainty by producing the engineering data required for feasibility studies and commercial plant design.

Finland Strengthens European Processing Capacity

Finland already hosts one of Europe’s strongest mining technology clusters, with Metso among the major suppliers of crushing, grinding, flotation and other mineral-processing equipment. The new GTK Mintec facility also fits into broader European efforts to strengthen domestic critical raw-material processing rather than depending primarily on imported concentrates or refined products.

Mineral processing has been identified as a significant gap in Europe’s raw-material supply chain, alongside mining and refining. The Outokumpu plant could provide developers with a platform to test technologies aimed at improving energy efficiency, reducing water use and recovering additional material from waste streams. These capabilities are becoming increasingly relevant as mining companies face stricter environmental requirements and growing pressure to improve resource efficiency.

Pilot Testing Could Influence Future Equipment Orders

For Metso, the contract is relatively modest compared with large commercial processing projects, but it gives the company a direct role in an early-stage mining and technology development ecosystem. Successful pilot programmes can generate the technical data needed to influence equipment selection when projects progress toward commercial construction.

The facility could consequently strengthen Finland’s position not only as a mining jurisdiction but also as a European centre for mineral-processing technology. Its broader commercial importance will ultimately depend on whether pilot-scale programmes can help advance European mining, critical-minerals and recycling projects from laboratory research toward bankable industrial developments.
