Greece’s Mining Renaissance Moves Upstream Into Processing, Copper and Strategic Metals as Europe Secures Critical Raw Material Supply Chains

Greece’s mining sector is undergoing a structural transformation that goes far beyond traditional extraction. Once primarily associated with gold, aluminum, and industrial minerals, the country is now emerging as a key European hub for critical raw materials, copper, and advanced metal processing—driven by Europe’s urgent need to secure strategic supply chains for the energy transition and high-tech manufacturing.

This shift reflects a broader reality across Europe: the challenge is no longer only about accessing mineral deposits, but about controlling the refining, processing, and industrial conversion capacity that turns raw materials into inputs for batteries, semiconductors, defense systems, and renewable energy infrastructure.

Metlen Leads Greece’s Industrial Metals Transformation

At the center of this transformation is Metlen Energy & Metals, which has become one of Europe’s most strategically relevant integrated metals companies.

The group has launched a major investment programme of more than €295 million at its Agios Nikolaos industrial complex, aiming to expand alumina production capacity to around 2 million tonnes annually. This positions Greece as one of Europe’s leading aluminum production centers while strengthening its role in the continent’s industrial base.

A key strategic development within this expansion is the planned production of gallium, a critical metal used in semiconductors, radar systems, telecommunications, defense electronics, and advanced renewable energy technologies. Its importance has surged following export restrictions from China, which exposed Europe’s dependence on external supply chains. As a result, Metlen’s project is increasingly seen not just as a metals expansion, but as a strategic industrial infrastructure asset tied to Europe’s technological sovereignty.

Aluminum Becomes a Strategic European Supply Chain Asset

Greece already hosts one of Europe’s most integrated aluminum ecosystems, linking bauxite mining, alumina refining, and aluminum production within a single industrial structure.

This integration is becoming increasingly valuable as demand accelerates across key growth sectors such as electric vehicles, grid expansion, offshore wind, aerospace manufacturing, and data center infrastructure.

Every part of the energy transition is aluminum-intensive. Transmission networks, wind turbines, EV platforms, and storage systems all depend heavily on lightweight, durable metals. As a result, Greece’s aluminum industry is shifting from a traditional industrial base to a strategic component of Europe’s energy transition economy.

Skouries Project Strengthens Greece’s Copper and Gold Position

In northern Greece, mining activity is also expanding through large-scale resource development, particularly in copper and gold. The flagship project is the Skouries development operated by Eldorado Gold, part of the broader Kassandra Mines complex in Halkidiki.

With capital expenditure exceeding $1 billion, Skouries is among the largest mining projects currently under construction in Europe. Once operational, it is expected to become a significant source of copper, a metal widely recognized as essential for electrification, renewable energy systems, and global infrastructure expansion.

Copper demand continues to rise due to electric vehicles, grid modernization, energy storage systems, and digital infrastructure such as data centers. This positions Skouries not only as a mining project, but as a critical component of Europe’s industrial resilience strategy.

From Extraction to Integrated Industrial Systems

One of the most important changes in Greece’s mining sector is not happening underground, but across the entire value chain. The industry is increasingly integrating mining, refining, energy systems, logistics, and industrial processing into a unified structure. This reflects a broader European shift away from exporting raw concentrates and importing high-value processed materials.

Greece’s geographic position strengthens this transition. Situated at the intersection of Europe, the Eastern Mediterranean, and trade routes linking the Middle East, the country is becoming a natural logistics and processing gateway for critical minerals flows into Europe.

This is encouraging investment not only in mining projects but also in ports, industrial zones, storage infrastructure, and processing facilities designed to support regional supply chains.

Critical Metals and Industrial Decarbonisation Converge

Another emerging trend is the convergence between mining and industrial decarbonisation. Greek industrial groups are increasingly integrating renewable energy, electrified production systems, and lower-carbon metallurgy into their operations.

For aluminum producers in particular, access to low-carbon electricity is becoming a competitive advantage. As European carbon regulation tightens and industrial buyers demand lower embedded emissions, producers capable of demonstrating cleaner supply chains are expected to benefit from stronger pricing power and improved market positioning.

This aligns closely with EU-wide frameworks such as the Critical Raw Materials Act, which emphasizes both supply security and sustainability in industrial development.

A Mining Sector Redefined by Value Creation

Greece’s mining sector is now evolving from a resource extraction model into a value-added industrial ecosystem. The focus is shifting toward processing capacity, technological integration, and strategic relevance rather than production volumes alone.

For investors, the country now offers exposure to multiple overlapping themes:

copper, aluminum, gallium, critical raw materials, industrial processing, and renewable energy integration—all within a European supply-chain security framework.

Projects such as Metlen’s €295 million expansion, its 2 million-tonne alumina output target, planned gallium production, and Eldorado Gold’s Skouries development highlight how Greece is positioning itself within Europe’s new industrial landscape.
