France Backs EMILI Lithium Project: State Investment Signals a New Era of European Battery Sovereignty

France is taking a more direct role in securing its future supply of critical battery materials. By investing state capital into the EMILI lithium project, the French government is demonstrating that domestic lithium production is no longer just an industrial ambition—it is becoming a strategic national priority.

The move marks a significant shift in Europe’s approach to critical minerals, as governments increasingly recognize that energy transition goals and electric vehicle manufacturing depend on reliable access to locally sourced raw materials.

French State Enters the EMILI Project

Imerys announced that Banque des Territoires, acting on behalf of the French state, will invest €50 million in the EMILI project. The funding is intended to support completion of the project’s Definitive Feasibility Study (DFS), a critical milestone before a final investment decision can be made.

The DFS is expected to be completed in early 2027 and will play a central role in determining the technical, financial, and operational viability of one of Europe’s most ambitious lithium developments. The investment sends a clear message: France is prepared to support strategic projects that can strengthen domestic supply chains and reduce dependence on imported battery materials.

Building a French Lithium Supply Chain

The EMILI project is based on the Beauvoir lithium deposit in central France and is designed as an integrated mining and processing operation. According to Imerys, the project could ultimately supply enough lithium to support battery production for approximately 700,000 electric vehicles per year, making it one of the most important potential lithium sources within the European Union.

The broader objective extends beyond mining. EMILI aims to establish a complete French and European lithium value chain, helping support regional battery manufacturing, electric vehicle production, and industrial competitiveness.

Rising Costs Reflect Industry-Wide Challenges

Like many major critical minerals projects worldwide, EMILI is facing the realities of cost inflation and longer development timelines. According to Reuters, the estimated project cost has increased to approximately €1.8 billion, significantly above earlier projections of around €1 billion. At the same time, expected production has been pushed back to 2030, compared with previous targets that envisioned output beginning in 2028.

The project includes the development of an underground lithium mine beneath an existing kaolin operation, together with the processing facilities needed to convert raw material into battery-grade products. These changes highlight a challenge facing the entire mining industry: while demand forecasts for critical minerals continue to strengthen, the cost of building new supply is rising.

Strategic Importance Meets Regulatory Reality

EMILI sits at the intersection of three major trends shaping Europe’s critical minerals sector:

  • Strategic resource security
  • Complex environmental and permitting requirements
  • Capital cost inflation

Political support for domestic lithium production is growing rapidly across Europe. However, projects must still navigate environmental reviews, public consultations, permitting procedures, and changing market conditions.

Lithium price volatility remains another key risk. While governments view local production as strategically important, project economics must remain competitive against imported material from established global suppliers.

The Push for Local Content Requirements

Imerys and other stakeholders in the European lithium industry have also advocated for stronger demand-side support measures. Among the proposals are minimum European local-content requirements, with targets of 20% domestic sourcing by 2030 and 40% by 2036.

Supporters argue that such measures could help create a stable market for European lithium producers, enabling them to compete more effectively with lower-cost imports while strengthening regional supply chain resilience. The debate reflects a growing concern across Europe: developing domestic mines alone may not be enough if local producers struggle to find competitive market conditions once production begins.

The DFS Will Be the Defining Milestone

With state backing now secured, EMILI is increasingly being viewed as one of Europe’s flagship lithium projects and a cornerstone of France’s critical minerals strategy. The project’s future will ultimately depend on the results of the forthcoming Definitive Feasibility Study. The DFS must demonstrate that EMILI can be financed, constructed, and operated successfully despite higher capital costs, regulatory complexity, and evolving market conditions. France has made a clear statement through its investment. The next challenge is proving that a state-supported lithium project can become a commercially viable source of battery materials and a foundation for European industrial sovereignty. If successful, EMILI could become a model for how governments and industry work together to build secure, local supply chains for the energy transition.
