Europe’s Magnesium Revival: Verde Project in Romania Aims to Break China’s Dominance and Restore Strategic Metal Production

Europe is accelerating its push to rebuild domestic production of critical raw materials, and one of the most strategically important—but often overlooked—targets is magnesium. Once a quietly essential industrial metal, magnesium has become a focal point of Europe’s efforts to reduce dependence on imports and rebuild supply chain resilience across automotive, aerospace, defence, and advanced manufacturing sectors.

At the center of this shift is the Verde Magnesium project in Romania, a development widely seen as one of Europe’s most significant attempts to restart a strategic metals industry that has been in long-term decline.

Europe’s magnesium dependence exposes a critical vulnerability

Despite its importance, Europe currently produces almost no primary magnesium metal. The material is essential for producing lightweight aluminium alloys used in vehicles, aircraft structures, defence systems, packaging, and increasingly in electric vehicles where weight reduction directly improves efficiency and battery range.

Today, the European Union depends overwhelmingly on imports—most notably from China, which accounts for more than 90% of EU magnesium supply and dominates global production capacity. This concentration of supply has become a major strategic concern in Brussels, particularly after recent global disruptions linked to energy price shocks and geopolitical instability following the war in Ukraine. As a result, magnesium has been officially classified alongside lithium, nickel, and rare earth elements within Europe’s critical raw materials strategy.

Verde Magnesium project revives historic Romanian deposit

The Verde Magnesium project is located at the Budureasa deposit in Bihor County, Romania—an area with a long mining history and the site of Europe’s last operational magnesium production facility before it closed in 2014. The company’s goal is to restart extraction and build an integrated, low-carbon magnesium production chain in Europe. If successful, it would mark the first new primary magnesium production operation on the continent in more than 20 years.

This revival effort is being closely watched across European industrial and policy circles as a potential blueprint for rebuilding strategic materials capacity within the EU.

EU strategic status accelerates project development

A key milestone for the project is its designation as a Strategic Project under the EU Critical Raw Materials Act (CRMA). Verde Magnesium is currently the only magnesium project to receive this status.

This designation provides faster permitting procedures, improved access to financing, and official recognition of its importance to European industrial security. It also places the project at the center of the EU’s broader effort to secure stable supply chains for essential industrial inputs.

Large-scale output could reshape Europe’s supply balance

Verde’s planned production target is approximately 90,000 tonnes of magnesium per year. This output would be enough to cover roughly half of Europe’s current demand and about 10% of global supply. If achieved, this would significantly reduce Europe’s reliance on external suppliers and fundamentally reshape the continent’s position in the global raw materials market.

Such a shift would also strengthen downstream industries that depend on magnesium-based alloys, particularly in automotive and aerospace manufacturing.

A lower-carbon approach to magnesium production

One of the most important aspects of the Verde project is its focus on reducing environmental impact. Traditional magnesium production is highly energy-intensive and carbon-heavy, often relying on coal-based processes. Verde plans to adopt an aluminothermic reduction method supported by renewable electricity, aluminium recycling, and carbon capture technologies. The goal is to produce magnesium with a significantly lower carbon footprint compared to current global supply chains.

This approach aligns with Europe’s broader industrial policy, which increasingly links raw materials security with environmental performance and decarbonization goals.

Strategic importance for Europe’s automotive industry

Magnesium plays a crucial role in modern vehicle design. Its lightweight properties make it essential for producing advanced aluminium-magnesium alloys that reduce vehicle weight, improve energy efficiency, and extend electric vehicle range. European automakers, already under pressure from electrification and global competition—particularly from Chinese EV manufacturers—see secure access to magnesium as a strategic necessity.

Verde Magnesium has reportedly already begun discussions with industrial customers, highlighting strong potential demand from the automotive sector and other high-tech manufacturers.

Southeast Europe becomes a critical minerals hub

The project also reflects a broader regional trend: Southeast Europe is emerging as a key pillar of the EU’s critical minerals strategy. While countries such as Serbia often attract attention for lithium, copper, and boron resources, Romania’s magnesium initiative demonstrates that the region’s importance extends beyond battery metals.

Alongside Romania, countries such as Serbia and Greece are increasingly integrated into Europe’s industrial strategy as the EU works to reduce reliance on external suppliers for nickel, copper, and other strategic raw materials.

Execution remains the key challenge

Despite strong political backing and strategic designation, major challenges remain. Industry analysts continue to warn that Europe’s mining and processing projects often face long permitting timelines, regulatory complexity, and financing hurdles.

The success or failure of Verde Magnesium will therefore be closely watched as a test case for whether Europe can actually convert its critical raw materials strategy into real industrial capacity.

A symbol of Europe’s industrial future

Magnesium may not be as widely discussed as lithium or copper, but it represents a fundamental test of Europe’s industrial ambition. The continent has resources, technology, and regulatory frameworks in place—but the key question is whether it can rebuild competitive production capacity in a global market long dominated by lower-cost producers.

The Verde Magnesium project in Romania is emerging as one of the first major benchmarks of that effort—and potentially a turning point in Europe’s quest for strategic industrial independence.
