Europe’s Heavy Rare Earth Push Accelerates as Sweden’s Norra Kärr and Greenland’s Tanbreez Advance Toward Development

Europe’s ambition to build secure rare earth supply chains is increasingly taking shape through tangible project developments rather than political commitments alone. Two major heavy rare earth projects—Leading Edge Materials’ Norra Kärr deposit in Sweden and Critical Metals’ Tanbreez project in Greenland—are emerging as strategic assets capable of strengthening Western access to minerals that are essential for advanced manufacturing and clean-energy technologies.

Both projects have recently achieved significant milestones, but they represent different stages of development. Norra Kärr has secured a landmark mining concession that advances the project along Sweden’s regulatory pathway, while Tanbreez is expanding its geological potential through a major drilling campaign alongside a series of ownership transactions designed to consolidate control of one of the world’s largest heavy rare earth deposits.

Norra Kärr secures key regulatory milestone in Sweden

Leading Edge Materials has reached one of the most significant achievements in the history of its Norra Kärr project after its wholly owned Swedish subsidiary, GREENNA Mineral AB, received a 25-year exploitation concession from the Swedish government for the Norra Kärr K Nr. 2 heavy rare earth deposit.

The company described the approval as a transformative step for the project, which is widely recognized as one of Europe’s richest rare earth resources. Norra Kärr is particularly notable for its high concentrations of dysprosium, terbium and yttrium—elements that are increasingly viewed as strategically important because of their limited global supply and critical industrial applications. Unlike the more abundant light rare earth elements, heavy rare earths play an indispensable role in manufacturing high-performance permanent magnets used across numerous high-tech industries.

Heavy rare earths remain critical to Europe’s industrial strategy

Demand for dysprosium and terbium continues to rise as industries accelerate the transition toward electrification and advanced manufacturing. These elements improve the heat resistance and performance of permanent magnets used in electric vehicles, offshore and onshore wind turbines, robotics, aerospace systems, defense technologies and other high-value industrial applications. As Europe seeks to reduce dependence on imported critical minerals, projects capable of supplying these materials have become increasingly important to the continent’s industrial and economic security.

For that reason, the Swedish government’s approval extends beyond a routine mining authorization. It represents another step toward establishing domestic upstream production capable of supporting European manufacturing and strengthening resilient supply chains.

Development work continues despite major permitting success

Although the mining concession significantly reduces regulatory uncertainty, Norra Kärr remains in the development phase. Several important milestones still lie ahead before construction can begin. Environmental permitting, updated technical and economic studies, financing arrangements and future offtake agreements will all be required before the project reaches production.

For investors, the concession represents a major reduction in project risk rather than the completion of the development process. The coming years will determine whether the project can successfully progress through Sweden’s remaining regulatory and commercial requirements.

Tanbreez advances with major drilling campaign

While Norra Kärr is progressing through permitting, Greenland’s Tanbreez project is focused on expanding its resource base and advancing technical development. Critical Metals announced on June 17 that it had launched a 10,000-meter drilling program designed to improve geological understanding of the deposit while supporting resource expansion, geological modeling, future mine planning and broader project development.

Although Greenland lies outside the European Union, it has become an increasingly important strategic location for Western critical mineral supply because of its significant untapped resource base and growing geopolitical importance. Tanbreez is widely regarded as one of the largest known heavy rare earth deposits globally, making its development highly relevant to European and North American efforts to diversify supply away from dominant producers.

Ownership consolidation strengthens project position

Alongside exploration activities, ownership of Tanbreez has become considerably clearer during 2026. In April, the Government of Greenland approved the transfer of the remaining 50.5% interest in Tanbreez Mining Greenland A/S to Critical Metals, increasing the company’s ownership stake to 92.5%. European Lithium retained the remaining 7.5% interest, leaving the two companies with effective control over the strategic asset.

Critical Metals subsequently announced an agreement to acquire European Lithium in a transaction valued at approximately US$835 million. If completed during the second half of 2026, the acquisition would give Critical Metals full ownership of the Tanbreez project, further simplifying future project development and financing.

Two projects, two distinct investment stories

Although both Norra Kärr and Tanbreez target the rapidly expanding heavy rare earth market, they offer investors different development profiles. Norra Kärr represents a regulatory and permitting story within the European Union, where securing a long-term exploitation concession marks an important milestone but leaves additional environmental approvals, engineering work and commercial agreements still to be completed.

Tanbreez, by comparison, is defined by its enormous geological scale, active drilling program and ongoing ownership consolidation. The project must now demonstrate resource growth, technical feasibility and successful project execution as it advances toward potential production.

Execution now becomes the industry’s defining challenge

The strategic importance of heavy rare earth elements is no longer in question. Governments, manufacturers and investors increasingly recognize their essential role in clean energy, advanced electronics, defense systems and modern industrial technologies.

The next stage for Europe’s emerging rare earth industry will depend not on policy announcements but on successful project execution. Financing, environmental approvals, drilling results, updated resource estimates, engineering studies and commercial partnerships will ultimately determine which projects evolve from strategically important deposits into reliable long-term suppliers of critical raw materials.

As Norra Kärr and Tanbreez continue to advance, they are becoming central to Europe’s broader effort to establish secure, diversified and resilient heavy rare earth supply chains capable of supporting future industrial growth and technological competitiveness.
