Europe’s critical minerals strategy is entering a new and more demanding phase. After years of political focus on mining permits, strategic project designations and domestic supply targets, the market is now moving toward a deeper question: who controls the entire value chain from raw materials to finished industrial products?

Across rare earths, lithium, graphite, tungsten, tin and other strategic commodities, investors and governments are increasingly recognising that securing mineral deposits alone is not enough. The real challenge lies in building the processing facilities, manufacturing capacity, technology platforms and industrial partnerships needed to turn resources into commercially valuable products. The latest wave of transactions and regulatory changes suggests that Europe’s critical raw materials race is shifting from a search for ore toward a battle for industrial capability.

Rare Earths Deal Highlights Importance of Downstream Control

The strongest example comes from the rare earths sector, where Energy Fuels agreed to acquire Germany-based Vacuumschmelze (VAC) in a transaction valued at approximately $1.9 billion. While the size of the deal attracted attention, the strategic importance lies in what VAC represents.

The German company is not simply a processing asset. It is one of Europe’s most established manufacturers of permanent magnets, with more than 100 years of industrial experience, around 3,600 employees, more than 1,000 customers, and production operations across Germany, the United States, Malaysia and China.

For a Western rare earth producer, acquiring VAC provides access to one of the most difficult stages of the supply chain: producing qualified magnetic materials for demanding customers in industries such as:

A similar development model is emerging in the United Kingdom with the South Crofty tin project in Cornwall. Cornish Metals has secured a new 25-year mineral lease covering part of the historic South Crofty mining area.

Although tin receives less attention than lithium or rare earths, it remains essential for:

Project estimates indicate potential average production of around 4,700 tonnes of tin concentrate annually during the first five years.
