LKAB Leads Europe’s Rare-Earth Processing Push
One of the most significant milestones came from Swedish mining group LKAB, which received environmental approval for its major industrial processing complex in Luleå.
The project is designed to extract rare earth elements and phosphorus from existing iron ore streams, turning mining by-products into strategic industrial feedstock. It represents one of Europe’s largest planned investments in downstream critical minerals infrastructure. Unlike traditional mining projects, LKAB’s strategy focuses on value extraction from existing operations rather than opening new deposits. The facility aims to recover all 17 rare-earth elements alongside phosphorus used in fertilizer production, creating a fully integrated circular processing system.
The project has already been recognized under the EU Critical Raw Materials Act, reinforcing its strategic importance to Europe’s long-term industrial independence.
France Builds a Rare-Earth Refining and Magnet Manufacturing Hub
France is rapidly positioning itself as a key European center for rare-earth processing and advanced materials production. More than €175 million in new investments are being directed toward rare-earth separation, alloy production, and permanent magnet manufacturing facilities in southwestern France. The development is centered around the Lacq industrial region, where companies are building the foundations of a fully integrated rare-earth value chain.
The goal is not simply to extract rare earths, but to capture the high-value downstream stages—separation, refining, and magnet production—that are currently dominated by China.
Once completed, the project is expected to create over 300 jobs and significantly reduce Europe’s dependence on imported magnet materials used in electric vehicles, wind turbines, and defense technologies. For investors, France’s strategy signals a broader European push to retain more value within the continent’s industrial supply chain.
Finland Advances Toward Europe’s First Integrated Lithium Refining Chain
Finland remains at the forefront of Europe’s lithium ambitions through the Keliber project, controlled by Sibanye-Stillwater. Mining operations have already started, and concentrator commissioning is expected soon, targeting production of around 140,000 tonnes of spodumene concentrate annually. The most critical decision still lies ahead: whether to proceed with a lithium hydroxide refinery capable of producing approximately 15,000 tonnes per year of battery-grade material.
If approved, the refinery would represent one of Europe’s most important steps toward building a domestic battery supply chain. Yet it also highlights the sector’s core challenge—competing with China’s highly efficient and deeply established lithium processing industry. The outcome of this investment decision is widely seen as a test case for Europe’s ability to scale competitive downstream processing.
