The European Commission has unveiled a comprehensive European technological sovereignty package designed to strengthen the EU’s position in semiconductors, artificial intelligence (AI), cloud computing, and open-source technologies. The initiative represents a strategic effort to reduce Europe’s dependence on external technology providers while reinforcing its industrial and digital competitiveness.
At the heart of the proposal is an ambition to position Europe as a global leader in AI and advanced digital infrastructure, while ensuring that technological development aligns with sustainability goals and long-term economic resilience.
European Commission President Ursula von der Leyen stressed that technological independence has become essential for the functioning of modern societies, particularly in sectors such as healthcare, energy, and essential public services. “Europe has the talent, the research excellence, the industrial base, and the single market,” von der Leyen stated, underscoring the continent’s capacity to compete globally if properly coordinated and supported.
Four Strategic Pillars of Europe’s Digital Sovereignty Plan
The new package is structured around four major policy pillars aimed at building a fully integrated European digital ecosystem and advancing the goal of becoming an “AI continent.”
1. Strengthening Semiconductor Capacity Through Chips Act 2.0
The first priority focuses on reinforcing Europe’s semiconductor supply chain, a critical foundation for modern technologies ranging from AI systems to automotive manufacturing and defense applications.
Through the proposed Chips Act 2.0, the EU aims to expand domestic chip production capacity, improve supply chain resilience, and stimulate both public and private investment in semiconductor innovation. The initiative is expected to reduce dependency on non-European suppliers while strengthening Europe’s industrial base.
2. Expanding Cloud and AI Infrastructure Across the EU
The second pillar centers on unlocking Europe’s potential in cloud computing and artificial intelligence infrastructure through a proposed Cloud and AI Development Act.
This framework is designed to support research and innovation in next-generation digital technologies while also simplifying regulatory conditions for building and operating data centers across member states. A unified EU-wide system for assessing cloud and AI sovereignty will be introduced to ensure consistency and strategic alignment across the bloc.
3. Boosting Open Source Innovation and Digital Autonomy
A third key element of the strategy focuses on strengthening Europe’s digital independence through open-source technologies. The Commission aims to expand the role of open-source solutions in strategic sectors while building a more resilient and self-sustaining digital ecosystem.
This includes targeted investment in skills development, support for open-source startups, and improved long-term maintenance of critical digital infrastructure. The goal is to ensure that Europe retains control over key software systems while encouraging innovation and collaboration across the tech sector.
4. Digitalisation of Europe’s Energy System and Industrial Efficiency
The final pillar focuses on integrating digital technologies into Europe’s energy system to improve efficiency, reduce costs, and support the transition to a more flexible and sustainable power grid.
According to the European Commission, demand-side flexibility enabled by digital tools could reduce electricity costs for EU consumers by more than €71 billion annually, representing a potential 64% reduction in consumption-related expenses. For industry, the benefits are equally significant. The use of AI-driven optimisation in operations and maintenance could generate savings of up to €94 billion per year by 2035, improving competitiveness and energy efficiency across multiple sectors.
Industry Cooperation and Strategic Alignment
In parallel with the legislative package, EU Energy and Housing Commissioner Dan Jørgensen recently oversaw the signing of a declaration of intent by 14 major European industry associations from the energy and data centre sectors.
The agreement outlines a willingness to cooperate within a structured tripartite framework, identifying key areas for joint action between industry, regulators, and policymakers. This collaboration is expected to support the implementation of Europe’s broader digital transformation strategy.
