EU Accelerates Mining Permit Reform to Secure Critical Raw Materials and Reduce Dependence on Imports

The European Commission is preparing a major reform of mining and permitting regulations as Brussels intensifies efforts to secure reliable access to critical raw materials essential for Europe’s energy transition, defence manufacturing, and industrial competitiveness.

This policy shift marks one of the most significant changes in European resource strategy in decades, driven by rising concerns over heavy dependence on imported minerals—especially from China—for technologies such as electric vehicles, batteries, semiconductors, and renewable energy systems.

Streamlining mining approvals to strengthen Europe’s supply security

At the core of the proposed overhaul is a plan to simplify and accelerate approval processes for mining, processing, and refining projects across the European Union.

For years, Europe’s mining sector has been constrained by long permitting timelines, complex environmental assessments, and fragmented administrative procedures. These bottlenecks have delayed or entirely blocked domestic development of strategic mineral projects.

The European Commission now argues that achieving strategic autonomy in raw materials requires a more efficient framework that balances environmental protection with industrial and geopolitical necessity.

Critical Raw Materials Act sets 2030 strategic targets

The reform is closely tied to the EU’s Critical Raw Materials Act (CRMA), which defines Europe’s roadmap for reducing dependency on external suppliers and strengthening domestic capacity.

By 2030, the EU aims to:

  • Produce at least 10% of annual demand through domestic mining
  • Process 40% of strategic minerals within the bloc
  • Recycle 25% of critical raw materials
  • Ensure no more than 65% of any key material comes from a single non-EU country

These targets are designed to reduce Europe’s exposure to supply shocks in essential sectors such as clean energy, defence systems, and advanced manufacturing.

Ongoing reliance on imports exposes strategic risks

Despite policy efforts, Europe remains highly dependent on foreign suppliers for essential minerals including lithium, copper, nickel, and rare earth elements. China continues to dominate global refining and processing capacity for materials such as graphite, gallium, magnesium, and several rare earth compounds. Meanwhile, Turkey remains a key supplier of boron, which is widely used in industrial and high-tech applications.

Recent assessments indicate that diversification efforts have yet to significantly reduce Europe’s external dependence, leaving the region vulnerable to geopolitical disruptions and supply chain instability.

Strategic mining projects accelerate EU response

To address these challenges, the European Commission has already designated dozens of Strategic Projects under the CRMA framework. The first wave includes 47 projects across 13 EU member states, covering mining, processing, recycling, and substitution technologies. Additional projects outside the EU have also been included to reinforce global supply chain resilience.

These projects benefit from streamlined permitting procedures, enhanced regulatory clarity, and improved access to financing—key factors aimed at accelerating development timelines.

Structural barriers continue to slow mining expansion

However, significant challenges remain. Industry groups and regulators continue to highlight persistent barriers such as lengthy permitting processes, financing difficulties, regulatory uncertainty, and strong local opposition.

In some cases, mining projects in Europe can take more than a decade to reach production. This is increasingly incompatible with surging demand for battery metals and industrial raw materials driven by electrification and digital transformation.

Europe’s untapped mineral potential remains substantial

Geologically, Europe holds significant reserves of lithium, copper, nickel, graphite, tungsten, and rare earth elements. Yet decades of strict environmental regulations, limited exploration investment, and public resistance to mining have left much of this resource base undeveloped. As a result, the European Commission now increasingly views domestic mining not just as an economic opportunity, but as a core security priority, comparable in importance to energy independence.

Southeast Europe emerges as a strategic resource hub

The policy shift is expected to have major implications for Southeast Europe, where several countries possess important mineral resources that could play a larger role in future supply chains. Countries such as Serbia, Portugal, Spain, Finland, Sweden, and Greece are becoming increasingly relevant in Europe’s raw materials strategy.

In particular, Serbia’s deposits of lithium, copper, and boron have attracted strong interest from international investors seeking stable and geographically secure sources of critical industrial metals.

Western Balkans positioned for investment growth

For the Western Balkans, the evolving EU framework could open new opportunities for mining, processing, and refining projects aligned with European industrial policy.

As Brussels strengthens its focus on strategic autonomy, projects capable of supplying lithium, copper, nickel, and other critical raw materials are likely to receive stronger institutional backing—especially those that help reduce dependence on dominant external suppliers such as China.

Critical minerals become Europe’s new strategic foundation

The overall message from Brussels is increasingly clear: critical raw materials are now as strategically important as oil and gas once were.

Access to lithium, copper, nickel, and rare earth elements is no longer just a commercial issue. It has become a cornerstone of industrial sovereignty, defence capability, and long-term economic competitiveness. As Europe expands its electric vehicle industry, battery manufacturing capacity, renewable energy infrastructure, and defence production, pressure will continue to grow for faster permitting and expanded domestic mining capacity.
