Carester Expands Rare Earth Strategy with Malaysian Separation Plant and French Processing Supply Chain

French rare-earth specialist Carester is advancing plans to establish a new separation facility in Malaysia’s Perak state as part of a broader strategy to secure diversified feedstock sources while strengthening its European processing capabilities. The company announced on 6 July that it had entered into a 10-year joint venture agreement with Malaco Mining Group to develop a rare-earth processing operation capable of handling approximately 13,000 tonnes of rare-earth material annually.

The project represents a significant step in Carester’s efforts to build a more resilient rare-earth supply chain linking Asian mineral resources with higher-value processing activities in France.

Malaysian Rare Earth Separation Facility Planned

Under the proposed partnership, Carester will provide its rare-earth separation technology and technical expertise to support the development of the Malaysian facility. The plant is expected to process rare-earth materials into separated products, with part of the resulting concentrate potentially supplying Carester’s existing and planned processing activities in France.

The project is intended to produce a range of critical rare-earth elements, including:

  • neodymium (Nd),
  • praseodymium (Pr),
  • dysprosium (Dy),
  • terbium (Tb).

These materials are essential for permanent magnets used in electric vehicles, wind turbines, robotics, defence technologies and advanced electronics.

Carester Seeks Approval for In-Situ Leaching Operations

Alongside the separation facility, Carester and Malaco Mining Group are seeking regulatory approval for in-situ leaching (ISL) activities across several plantation areas in Malaysia. Unlike conventional mining methods, in-situ leaching involves extracting minerals through controlled chemical solutions injected into the deposit rather than large-scale excavation.

The technology can reduce surface disturbance and eliminate some waste-rock management challenges associated with traditional mining. ISL operations require strict environmental controls, particularly regarding groundwater protection, chemical management and long-term monitoring.

Early-Stage Project Still Requires Permits and Investment Decisions

Carester has not yet disclosed the project’s capital expenditure requirements, construction schedule or financing structure. The company described the initiative as being in an early development phase, with environmental approvals and mining permits still required before construction can proceed.

As a result, the announcement represents a strategic partnership and development opportunity rather than a fully committed industrial investment. Future progress will depend on successful permitting, technical studies, financing arrangements and confirmation of suitable rare-earth feedstock.

Strengthening Europe’s Rare Earth Supply Chain

The proposed Malaysian facility supports Carester’s wider strategy of creating a more diversified rare-earth supply chain while maintaining advanced processing expertise in France.

Europe remains highly dependent on external suppliers for rare-earth separation and refining, particularly for heavy rare earth elements such as dysprosium and terbium, which are critical for high-performance permanent magnets. By securing access to additional concentrate sources, Carester aims to reduce exposure to concentrated global processing capacity and strengthen European access to strategic materials.

The project reflects a broader industrial trend in which companies are seeking international upstream resources while keeping advanced chemical processing, technology development and higher-value activities closer to European markets.

Environmental Management Will Be Critical

The main risks associated with the Malaysian project are expected to centre on environmental approvals, feedstock characteristics and community acceptance.

Although in-situ leaching can offer environmental advantages compared with traditional mining methods, it also creates specific challenges related to:

  • groundwater protection,
  • chemical containment,
  • monitoring requirements,
  • long-term site management.

Successful development will require comprehensive baseline environmental studies and transparent monitoring systems to demonstrate that extraction activities can be managed responsibly.

Strategic Importance Depends on French Supply Integration

The long-term significance of the project for Europe will depend on whether Carester can establish reliable and traceable flows of rare-earth concentrate into its French processing operations. Simply transferring European separation technology to an overseas facility would provide limited strategic value unless the project creates a dependable supply chain connection back to European industry.

The absence of disclosed investment costs, timelines and financing details means the initiative should currently be viewed as a strategic development agreement rather than a confirmed production project. If successfully advanced, however, the Malaysian partnership could become an important component of Carester’s strategy to secure rare-earth supply, expand processing capacity and support Europe’s efforts to build a more independent critical minerals ecosystem.
