Alloying Metals and Trade Corridors Emerge as Europe’s Overlooked Critical Raw-Materials Strategy

Europe’s critical raw materials strategy is often framed through the lens of lithium, batteries, and rare earths. But beneath that high-profile narrative lies a less visible—and potentially just as important—layer of industrial supply security: alloying metals and logistics infrastructure.

Materials such as molybdenum, manganese, and copper-cobalt transport systems may not dominate headlines, yet they are fundamental to steel production, aerospace engineering, defense manufacturing, energy infrastructure, and heavy industry. In many cases, they are just as strategically important as battery metals.

Greenland’s Molybdenum Project Anchors European Supply Security

In Greenland, the Malmbjerg Molybdenum Project has become one of Europe’s most significant external sourcing opportunities for alloying metals. The project received a 30-year mining permit in 2025, marking a major step toward long-term production stability.

Key production expectations include:

  • Around 32.8 million pounds of molybdenum concentrate annually
  • Potential to supply approximately 25% of Europe’s molybdenum demand

What makes Malmbjerg especially important is its direct integration with European industry. Finnish stainless-steel producer Outokumpu has signed a 10-year offtake agreement, securing roughly 8 million pounds per year, nearly half of its total demand. This tight linkage between production and industrial consumption makes the project more bankable and strategically stable than many speculative critical-mineral ventures.

Gabon’s Manganese Dominance and Policy Shift

In West Africa, Gabon’s Moanda Manganese Mine, operated by Eramet’s Comilog subsidiary, remains one of the world’s most important sources of high-grade manganese. The deposit accounts for roughly 13% of global manganese ore production, making it a cornerstone of global steel supply chains. The project is entering a structural transition. The Gabonese government plans to ban crude manganese exports starting in 2029, aiming to increase domestic processing and value creation.

This policy shift introduces both opportunity and risk:

  • Potential for expanded local refining capacity
  • Reduced flexibility in raw ore exports
  • Increased importance of long-term industrial partnerships
  • A possible restructuring of supply costs for European buyers

For Europe, the key challenge will be adapting to a supply chain where value creation increasingly happens at the source rather than at destination markets.

The Lobito Corridor: Infrastructure as a Strategic Mineral Asset

Beyond mining, logistics is becoming a decisive factor in Europe’s raw-material strategy. The Lobito Corridor is a flagship example of this shift. Rather than a mine, it is a transport and trade corridor connecting the mineral-rich Copperbelt in the Democratic Republic of Congo and Zambia to Angola’s Atlantic coast.

Key strategic benefits include:

  • Reducing transport time from over one month to around one week
  • Improving export efficiency for copper and cobalt shipments
  • Diversifying African export routes away from traditional corridors
  • Strengthening Europe’s access to critical electrification metals

The European Union and member states have committed more than €2 billion through the Global Gateway initiative to support its development. This makes Lobito not just infrastructure, but a strategic enabler of mineral supply resilience.

From Mines to Systems: A New Definition of Critical Minerals

Europe’s emerging raw-material strategy is increasingly moving beyond individual mines and toward integrated systems of production, processing, and transport.

Each of the three elements plays a distinct role:

  • Malmbjerg (Greenland) → secure industrial molybdenum supply for steel and defense
  • Moanda (Gabon) → global manganese production under shifting export policies
  • Lobito Corridor → transport infrastructure enabling efficient copper and cobalt flows

Together, they reflect a broader shift: critical minerals are no longer just about geology—they are about industrial connectivity.

Infrastructure and Alloying Metals Gain Strategic Weight

Between 2026 and 2030, Europe is expected to increasingly treat alloying metals and logistics corridors as core components of its critical minerals security framework.

Projects like Malmbjerg will be valued for their direct industrial offtake relationships. Moanda will become more strategically complex as downstream processing expands in Africa. And the Lobito Corridor will serve as a real-world test of whether infrastructure investment can translate into reliable mineral supply chains.
