Alcoa Advances Wagerup Gallium Recovery Project With Australia, Japan and US Support

Alcoa has taken a final investment decision to develop a gallium recovery plant at its Wagerup alumina refinery in Western Australia, with backing from the governments of Australia, Japan and the United States as efforts to diversify critical-mineral supply chains accelerate.

The proposed facility will recover gallium directly from the existing alumina-refining process, avoiding the need to develop a separate mining operation. Using Wagerup’s established infrastructure could significantly reduce development complexity, with the project able to utilise existing utilities, laboratories, workforce, materials-handling facilities and residue-management systems.

Gallium Recovery From Existing Alumina Production

Gallium occurs naturally in bauxite at very low concentrations and becomes concentrated in the Bayer-process liquor used to produce alumina. Recovering the metal commercially requires a selective extraction and purification system capable of producing high-quality gallium without interfering with the refinery’s primary alumina production.

Alcoa will build and operate the new facility, although the company has not yet disclosed its planned production capacity, capital cost, operating expenses or construction schedule. The precise structure of government financial and strategic support has also not been disclosed. Alcoa has indicated that its direct operational and management involvement is not expected to have a material impact on the wider group’s financial results. This suggests that government and strategic partners could be absorbing a significant portion of the project’s capital and market risk.

Gallium Project Focuses on Supply Security

The strategic importance of Wagerup is linked less to the potential scale of production than to gallium supply security. Gallium is a relatively small and specialised market, with China accounting for the overwhelming majority of global primary production and refining. That concentration has increased interest among Western governments in developing alternative sources of the critical metal.

As a result, government-backed procurement arrangements and long-term offtake agreements could be more important to the economics of the project than short-term spot-market prices.

The Wagerup development also benefits from being integrated into an existing industrial operation. This should reduce infrastructure and development risks compared with a standalone gallium project.

Process Integration Remains Critical

Despite those advantages, the project still faces important technical challenges. Alcoa will need to demonstrate consistent gallium recovery rates and product purity while ensuring that extraction does not interfere with alumina production. Any increase in unwanted impurities or disruption to the Bayer circuit could affect the economics of the wider refinery, making reliable integration a central requirement for commercial success.

The final investment decision marks a significant step beyond the project’s earlier memorandum and development-agreement phases. The next important milestones will be the disclosure of production capacity, construction timing and project economics. Those details will determine whether Wagerup becomes a meaningful new source of gallium for Western markets or remains primarily a strategically important but relatively small by-product recovery operation.
