Europe’s ambition to secure independent supplies of magnet rare earth elements is increasingly being shaped far beyond its own borders. As the European Union pushes to reduce dependence on China-dominated supply chains, Africa is emerging as a critical upstream source in a developing Africa-to-Europe rare earth corridor.
The strategic goal is clear: secure alternative supplies of key materials such as neodymium, praseodymium, dysprosium, and terbium, which are essential for electric vehicle motors, wind turbines, robotics, and defense technologies. While mining projects are expanding in Africa, the real bottleneck remains in processing, separation, and magnet manufacturing, where China continues to dominate global capacity.
Africa’s Emerging Role in Europe’s Rare Earth Strategy
Two major African-linked projects illustrate how Europe is attempting to reshape global rare earth supply chains. The first is the Songwe Hill Rare Earth Project, developed by Mkango Resources, which is directly connected to downstream processing in Europe. The second is the Zandkopsdrift Rare Earth Project, which is advancing with French processing partnerships and strategic industrial backing. Together, these projects highlight a broader strategy: extract raw materials in Africa, process them in Europe, and supply finished materials to European industries.
Songwe Hill: A Mine-to-Processing Strategy Linking Malawi and Poland
Mkango’s Songwe Hill project in Malawi is designed as more than a traditional mining operation. Updated development plans outline an 18-year mine life, with strong early production capacity.
Key production estimates include:
- Average output of 5,954 tonnes per year of total rare earth oxides over the first five years
- Including 1,953 tonnes per year of neodymium-praseodymium oxides
- And 56 tonnes per year of dysprosium-terbium oxides
- Material processed as mixed rare earth carbonate with approximately 55% TREO grade
What makes Songwe strategically important is its integration with Europe’s processing infrastructure. The project is linked to a proposed separation facility in Puławy, Poland, where mixed rare earth carbonate would be refined into individual high-value materials used in European industrial applications.
Estimated initial capital expenditure for Songwe is around $325.5 million, with the downstream Polish processing plant forming a key part of the integrated value chain. This structure reflects Europe’s growing preference for end-to-end control of critical mineral supply chains, rather than reliance on raw material exports.
Zandkopsdrift: A South African Model with French Processing Links
The second major project shaping Europe’s rare earth strategy is the Zandkopsdrift development in South Africa, led by Frontier Rare Earths.
Unlike traditional mining projects, Zandkopsdrift is designed as a low-cost source of magnet rare earths and manganese sulphate for battery applications, with strong industrial partnerships built into its structure. In early 2026, the project secured a strategic agreement with Carester, a French rare earth processing specialist, alongside:
- A $20 million equity investment from South Africa’s Industrial Development Corporation
- Launch of a full definitive feasibility study
- A planned integrated processing pathway into Europe
Industry estimates suggest the project could produce around 4,000 tonnes per year of magnet rare earths by 2030, potentially covering up to 17% of projected EU demand. Processing and separation are expected to take place in France, reinforcing Europe’s goal of building domestic midstream rare earth capacity.
The Structural Challenge: Mining Is Not the Bottleneck
While Africa provides geological supply, the real constraint in the rare earth industry is not mining—it is industrial processing capacity.
Rare earth supply chains involve multiple complex stages:
- Mining and ore extraction
- Chemical separation of individual elements
- Refining into high-purity oxides
- Magnet production for industrial use
China currently dominates most of these midstream and downstream stages, giving it significant control over global pricing and availability. As a result, even if African mining projects expand, Europe remains vulnerable unless processing capacity is successfully built and scaled.
Financing Remains the Critical Barrier
Despite strong strategic alignment between Africa and Europe, rare earth projects face a persistent commercial challenge: bankability.
Key obstacles include:
- Highly complex metallurgy and processing requirements
- Uncertain and opaque pricing structures
- Strong cost competition from Chinese producers
- Long development timelines and high capital intensity
- Dependence on long-term offtake agreements
European industrial buyers often express interest in diversified supply chains, but developers still struggle to secure binding contracts at prices that justify investment. Without long-term offtake commitments from automakers, wind turbine manufacturers, electronics firms, and defense contractors, many projects remain strategically important but financially incomplete.
A Test Case for Europe’s External Supply Chain Strategy
The coming years will determine whether projects like Songwe Hill–Puławy and Zandkopsdrift–Carester can transition from development assets into operational supply chains.
Between 2026 and 2030, these projects are expected to serve as benchmark cases for Europe’s external rare earth strategy.
Success depends on whether:
- Industrial buyers sign bankable offtake agreements
- Financing structures support full mine-to-magnet integration
- European processing capacity scales effectively
- Supply chain risks are shared between public and private actors
If these conditions are met, Europe could begin to reduce its reliance on China-dominated rare earth processing chains. If not, dependency will persist regardless of mining expansion abroad.
